  • New Board member appointed to the Police Rehabilitation and Retraining Trust

    Justice Minister Naomi Long has announced the appointment of Acting Chief Superintendent Norman Haslett as a Board member of the Police Rehabilitation and Retraining Trust (PRRT).

    Mr Haslett is appointed as the statutory nominee of the Chief Constable of the Police Service of Northern Ireland.  His position is effective from 5 January 2026.

    Naomi Long said:

     “I would like to congratulate Mr Haslett on his appointment and wish him every success for his term of office at the Trust.”

    PRRT is an Executive Non-Departmental Public Body of the Department of Justice.  It provides psychological therapies, physiotherapy, coaching and development, training and education programmes (in accordance with assessed needs) to support: police officers retiring from the Police Service of Northern Ireland (PSNI), or the Royal Ulster Constabulary GC (RUC GC); and other Justice partners.

    Notes to editors:

    1. The PRRT Board shall consist of a Chairperson and six Board members.  One of the Board members is nominated by the Chief Constable of the Police Service of Northern Ireland and one is nominated by the Police Federation for Northern Ireland, subject to the approval of the Department.
    2. The procedure for the appointment of Board members is compliant with the Commissioner for Public Appointments Northern Ireland Code of Practice. The appointments are made by the Department of Justice taking account of its statutory duty under The Police Rehabilitation and Retraining Trust Regulations (Northern Ireland) 2014.
    3. Membership of the PRRT Board is as follows:

    4. The tenure for Acting Chief Superintendent Haslett commenced on 5 January 2026 and ends on 4 January 2030.

    5. This post does not attract remuneration. 

    6. The appointment of the Board member is made on merit and political activity plays no part in the selection process.  However, the Commissioner for Public Appointments for Northern Ireland requires the political activity of appointees to be published.  Details of the declaration in relation to political activity are included below.

    Norman Haslett

    Temporary Chief Superintendent Norman Haslett has almost 30 years’ experience of policing in Northern Ireland. He is currently the police Commander for South Area which comprises the local Council areas of Newry, Mourne & Down, Armagh City, Banbridge & Craigavon, Mid Ulster and Omagh & Fermanagh. Norman is a native of Derry / Londonderry and has a B.Sc. (Hons) from the University of Surrey and a Ph.D. from Queen’s University, Belfast. He joined the Royal Ulster Constabulary GC in 1996 and has served in frontline policing roles throughout his career at the rank of Constable in Omagh, Detective Constable in Strabane and at the ranks of Sergeant, Inspector, Chief Inspector and Superintendent in the City of Belfast. He was the Head of the PSNI Policing with the Community Branch and in 2020 was appointed as the District Commander for Newry, Mourne & Down where he was responsible for the implementation of the South Armagh Policing Review. In May 2025 he was elected as President of the Superintendents’ Association of Northern Ireland (SANI) which supports over 70 police officers at the rank of Superintendent and Chief Superintendent. Norman took up his current role in November 2025.
