Overall Progress to Date
While good progress has been made, recent and in some cases, ongoing challenges have affected the scale and pace of delivery. These challenges include the disruption caused by the Covid Pandemic; budget pressures and uncertainty around future funding and the inability to bring forward new legislation due the lengthy absence of an Assembly, and now a shortened mandate. Due to these challenges, we requested and received Ministerial approval to extend the programme until the end of the current mandate (2027).
In terms of reporting progress, we do not believe that reporting solely on the number of completed recommendations is the best way to gauge progress. Not all recommendations are created equally – they differ in complexity, significance and impact. However, we can advise that as of October 2025, almost 80% of recommendations have been fully or partially completed.
In terms of our approach to implementation, we have focused on delivering the recommendations that will have the greatest positive impact on victims of sexual crime.
